Public governance and the effectiveness of budgetary planning: a legal analysis of the Multi-Year Plan as a management tool

This article analyzes the relationship between public governance and budgetary planning, focusing on the effectiveness of the Multi-Year Plan (PPA) as a management tool in Brazilian public administration. It starts from the premise that the PPA, constitutionally mandated, constitutes one of the main mechanisms of state planning, responsible for guiding the execution of medium-term public policies. However, its practical effectiveness is questioned in the face of challenges such as administrative discontinuity, low integration between planning and execution, and the fragility of governance mechanisms. The research adopts a qualitative approach, of a bibliographic and documentary nature, with a deductive method, analyzing current legislation, especially the 1988 Federal Constitution, as well as specialized doctrine in Administrative Law and Public Management.
